When you extract that file, load it into BrawlCrate (download here). Now, here you find the file that you are looking for, and scroll down to "SEQ Params" and then there is a value named "BankFile" (image)

So just about texture mods for the homebrew
You'll have to download BrawlCrate to edit game files to install certain mods, other will just require you to swap entire files on the sd card, and some will require both.

Wii Party model extraction problem
You have to open the .lz files in Brawlcrate. From there, look for the model you want to extract (I'm guessing map.brres.lz, inside there 3DModels(NW4R) and inside of that the G3D models m011_05 and m011_06). Select the file you want (one file per extraction) and press Ctrl+E or right click and press export to export. Save it as a .dae file. If all went well, you should now have your 3D model. In this form it does not contain any textures. To add the right textures to the model, expand the G3D model and look at the folder Textures to see what textures are associated with the model. Go back from there and open the foder Textures(NW4R) and export any textures you need. Make sure to put them in the same folder as your model.

Next, grab and install the most recent release of BrawlCrate from here, then open up the costume file in the program, at which point you should see the contents of the costume file, as seen here. For your purposes, you'll want to navigate down to and expand the "Texture Data [0]" node, which contains the textures for Pacman himself ("skin_pacman_001_col") and the sprites for his ghosts ("pacman_gost_col").

How do I create/open/edit .arc files?
Use this https://github.com/soopercool101/BrawlCrate/releases/tag/v0.36c-h1. It was designed for smash bros but works with almost any other wii file type. (and anyway smash bros also uses .arc)
