Ah - Thanks for the links and history. From reading those two (479 and 480), they appear to request, describe, and implement the original behavior (have fishfile in $fisher_path). Then mattmc3 came along and submitted #545 with pull #547, to move to fishfile (ultimately fish_plugins) to live in $fish_config.
It depends on which packages you want, really. Some are available in all of those managers, and some are only available in one of them. Personally, i use a combination of omf/fisher for when I actually need to install something, but at the moment, I don't use anything outside of Spacefish

Spacefish is deprecated. I suggest looking into Tide or Hydro.
