I run both the electrum-personal-server (EPS) and a public electrum server. As others have said, you only need the EPS. If you ever want to run a public electrum server, you need to have a look at Fulcrum which is written in C++ and is much faster than ElectrumX (Python). I switched from ElectrumX to Fulcrum approximately a year ago.
