  Timelib is a timezone and date/time library that can calculate local time, convert between timezones and parse textual descriptions of date/time information.

The tests for strtotime can be found in the library repo at: https://github.com/derickr/timelib/blob/master/tests/c/parse_date.cpp (there's probably equivalent tests for most of these in the ext/date/tests directory in the php-src repo, but their naming makes the Fun to navigate)
