Download Stepmania from the official website (either https://www.stepmania.com/ or https://projectoutfox.com/ depending on which version you want, although personally I actually recommend 5.1-b2 which is only available from the Stepmania GitHub repository https://github.com/stepmania/stepmania/releases/download/v5.1.0-b2/stepmania-5.1.0-b2-win32.exe). Then install the songs yourself as other people have explained.
