A bit awkward but straightforward if done manually. SteamTinkerLaunch with Vortex (especially once I found the plugin to allow browsing for mods inside Vortex) has worked very nicely however. With that I can have steamtinkerlaunch set as the compatibility tool, and at game launch there's a short window with a button to hit that will pause the game launch and let me add/remove/etc mods right from startup.
