Not really, that's like saying that because there's more than 10 different media players available on Linux-based distros there's a problem. It fundamentally misses the point of having choice. I like mpv & EMMS. Some people prefer VLC.
Andreas Kling wrote an operating system (Serenity OS), Browser and a ton of kernel and user-land code in JetBrains CLion and Linus wrote Linux using whatever he was using (certainly not IDEs; I heard his own version of emacs - micro emacs).
Tetris is a single 663 loc .el file. The only thing it uses on your computer is storage, ~19.8kb to be exact. Calling 19kb of storage bloat is stupid. Your font uses MUCH more storage and nobody calls fonts bloated even though you don't use 99% of characters. The .el files only get loaded ON EXECUTION. You can just delete them if you don't like them, nothing will happen.
There is one program I know of which does provide sufficient ability to modify its keybinds and behavior at runtime, call functions, modify them, etc, it is even self-documenting (albeit with limitations if you want a nice display, as the documentation is still WIP): Nyxt. It's even possible to get it talking with Emacs through SWANK.
