I would do this with a DLRS (https://github.com/SFDO-Community/declarative-lookup-rollup-summaries) concatenation roll-up, myself. The advantages DLRS has over Flow are: 1) you don't have to create a second one for Delete. 2) The Undelete condition is covered.
