Take a look at something like llvm. You're not supporting a project 1/100th as complex as llvm without functions.
I tried setting up some test project with Meson and Conan about a year ago, and failed miserably because of an ongoing bug with Boost search or something ( https://github.com/mesonbuild/meson/issues/5438 ). So the attempt to tinker with a "promising cmake killer" botched without even starting. Maybe it's time to give it another shot.
