    Sure! You can have path dependencies: https://doc.rust-lang.org/cargo/reference/specifying-dependencies.html#specifying-path-dependencies and using path dependencies you can string together a project in basically any format you want. The nice way to do this is to use a Cargo workspace, similar to what tokio does: https://github.com/tokio-rs/tokio/blob/master/Cargo.toml. Though this structure tends to be more suited to organizing a lot of first-party code, not third-party.
