I would image you couldo this with kmonad. I use kmonad on a few GPD machines to make the keyboard more usable.
So, for this usecase kmonad, chkb, evremap and similars are not a solution that seems acceptable to me.

I've been using kmonad on a bunch of devices for years now without any issues. I've also shared (slightly outdated) versions of my kmonad keymaps for some GPD devices (including the MicroPC) in their contrib repo.
And thanks for all the other information; I am currently configuring an external 4x12 keys keyboard via QMK to be used as a travel keyboard, and I really can appreciate what kmonad and similars can do to "dump" keyboards, I am tempting to use that, for all the other stuff except SysRq, like double-tap "o" -> "รถ" and much more. So I know what can be done with them!
