My very first thought was that SELinux was disabled in your kernel build, but I checked the kernel config here and saw CONFIG_SECURITY_SELINUX=y.
It turns out that since kernel 5.1, selinux also needs to be listed in CONFIG_LSM or it will be disabled at runtime.
