The initial draft presented in a PR was more vague about what data would be collected and stored. It also required that the user was 13 years or older, which is ridiculous requirement for an audio editor, a violation of the GPL, and a red flag about what sort of user data was collected. It also stated that European user data could be shared with the servers in Russia and the USA, opening another can of worms, since users don't know if their data will still be legally protected there. The online reaction was definitely not "hot air over nothing". Muse group pulled a corporate response and called it "miscommunication" before rewriting the thing. The Audacity team themselves explain the issues with the underspecified and ambiguous statements in the original version here, so don't take my word for it.
