That crate is for VST2 which is much simpler than VST3, doesnt require any interop with C++ and has simpler licensing I think. At the moment it's very well supported by a lot of hosts but it will get deprecated sooner or later. Steinberg already anounced that nuendo/cubase will drop vst2 support in the near future. Apart from that it lacks some features of more modern plugin formats. This might be promising: https://github.com/jesnor/vst3-rs
