    PiHole should run on almost anything. I'm surprised nobody here has mentioned the Inovato Quadro yet. It's similar in horsepower to a Pi 3B+ (plenty for most Pi projects that aren't GPU intensive) and comes ready to go with power supply, HDMI cable, a case, and Armbian installed (or you can install your own ARM compatible distro), for $30 and available now. I got one in last week to play with since I just pulled the last Pi4 I had from my stash for another project, and am looking for Pi alternatives to have onhand while the market is dried up. I'm thinking of migrating my pihole to it, and reclaim the Pi4 it's running on now for something else.
