I've read elsewhere that Tor with "pluggable transports" (obfuscates traffic) over "bridges" (unlisted proxies) work (kinda at least). https://support.torproject.org/censorship/connecting-from-china/ archive.org link I think the Tor browser also have some built in way of getting bridges by solving captchas.
