Use a time-tracker like Kimai (https://github.com/kevinpapst/kimai2), add persons like clients, and have the pool tables as activities. Then use in-built timer to start/stop for each activity.
Use a resource scheduler like https://github.com/effgarces/BookedScheduler/ . This does not have timer though. But people can book resource, and you can then calculate payment based on booked hours. You may have to add code for that calc.
