That's what I'm doing right now by implementing a Deep Learning framework in Rust. I wasn't happy with the other options as they either lack crusial features such as GPU support or have unsatisfying APIs. It's definitely too early to use it seriously, but if you want to take a look https://github.com/burn-rs/burn.
That's just an unbased claims. People have written bootloader in rust and the linux kernel is also considering adopting Rust. None of this would happen if Rust cannot interface the hardware or is turing complete.
