GitBook integrates with GitHub in the sense that it uses GitHub and git as the VCS, but you can use their editor to make changes, make commits, and make pushes to GitHub. GitBook does support embeds, but GitHub doesn't appear to natively support issue embeds, so I don't think that helps.
