You could use Nobara Linux (a Fedora fork by Glorious Eggroll) and use the dynamic display refresh rate at least. It also preinstalls OpenRGB so you can control the lighting on your laptop. I'm not sure what the first two things are exactly, but taskbar transparency in Gnome can be easily achieved using the extension Blur My Shell. As for the blue light reduction you can use Night Light, already built into Gnome. For the target mode thing there's nothing I've heard about in linux for that purpose. That Tue2Life you can probably enable in your graphics card driver, but I wouldn't suggest using any of this stuff, as it mostly just oversharpens the image and makes the picture look terrible.
