I created Airdash in flutter (a simple desktop and mobile app for sharing files with any device). It worked pretty well and would definitely do it again for simple desktop apps that also has a mobile component. Heck I would even use it for desktop only apps if I needed support for anything else than macOS. Can't comment on the web experience, but I would personally not hesitate on trying it as long as I didn't need SEO support.
For your use-cases, Flutter has almost all of this available already, and support for more complex desktop stuff like context menus, taskbar icons, auto-updating and other stuff can be easily achieved via packages from the community at pub.dev (or flutter gems if you need a curated list!).
This package is supposed to improve desktop support, but I haven’t tried it myself yet.
