I'd really like to see some evidence of this. Screenshots just don't show enough information to determine why a movement was allowed. Does this regularly happen to you in that region? Then you could try to make more saves(or more copies of your saves if you play on ironman) in situations where this might happen and when it does happen, you can try to find a save in which the movement order has not been given and you can try to recreate the situation(pdx.tools can be used to turn an ironman save into a normal save, so that you can look at the situation from the perspective of another country).
