You have other issues you probably need to investigate, however, download the updates using MIST.

Download Full Installer.app shows both releases. They’re visible on a new M2 and an older Intel MacBook, which is really a front end for “softwareupdate —fetch-full-installer” or —list-full-installers something like that, I forget exactly.
