Biktorgj has improved the non-RF part, which has remained proprietary so far and would have to be fully reverse-engineered for an illegal, but fully free modem. He did a great job, and it's really important for PinePhone usability. You're correct that it's almost a one-man show, but my experience in following software development for my Weekly Updates and for LinuxPhoneApps.org makes me believe that this is the norm in mobile Linux projects, not the exception.
