Discord are going to enforce the message content intent soon (like a couple days), which will mean verified bots literally will not be able to read message content unless they have the intent, and prefix-based commands is not a good enough reason to get it. The only way bots without the intent will be able to use the old prefix commands is if they make users @mention the bot in the message (since there's clear user intent for the bot to see the message, the content will be sent to the bot; same with DMs)
