Syncthing can do that. You can install their mobile apps on your devices, the desktop app on your computer and have all your files sync. Preferably, you'd have everything synced among at least three devices for redundancy's sake. But you could take other backup measures from your computer (Backblaze, external flash/hard drives, etc.)
Yes, Cryptomator! Basically you have an encrypted folder that's uploaded to any of the major cloud storage providers so you can read what's in it but they can't. Desktop app is free but the Android one costs a few quid.

If you don't want to have to deal with stripped metadata and having to run this periodically, you might also look into using something like rclone to keep your cloud accounts in sync with either another cloud account or your own computer. You could also install Google Drive on your computer and sync files any number of ways.
