Ok yeah, any particular book you would recommend? I've heard of one called OpenGL Super Bible, but it has some mixed reviews and some other books are said to be just ripoffs off learnopengl.com
I would go with https://github.com/dotnet/Silk.NET It is a very good wrapper library for C#. Don't worry too much about performance. I build some pretty advanced things with it in Opengl. There are even fully featured game engines running entirely in C# (Evergine, Stride3D). You can even learn some c++ concepts when using c# for opengl (Using pointers to upload buffers).
