I use a Tiddlywiki. Silly name aside, it's a wiki that lives entirely inside one html file. I use the desktop version of it. Although its a little unintuitive I've found it works great to what I need it to do. It's similar to the Obsidian app mentioned in another comment. Looking at their suggestion, I'm pretty interested in trying it out myself haha.
