    I suggest the easiest way to transact Bitcoin without internet is to hand over a physical item such as an opendime or satscard which are designed for the purpose. (Although the recipient needs some way to check the things has funds. They could use their own full node, even if it was stale/out-of-date it may be OK. The Opendime had X amount when I last synced and I can see the thing has not been unsealed since.)
