My solution is something most people wouldn't go for: I use Emacs / Org Mode, which is a lot more than just a to-do list, but it also has a pretty steep learning curve.

Apple notes. I now use Obsidian instead. Free and can sync (end-to-end encrypted sync, if you choose) between devices via Dropbox or Onedrive.
