For the second issue you need a separate plugin, I think (I don't use cmp). Something like lsp_signature.nvim

This is the correct answer. I opt for the built-in lsp over the omnisharp-vim route. If you use lsp-install or mason, then it's simple to install the omnisharp server.
My neovim config is found here. To be honnest, that's a lot to setup and configure and I still think you'll be missing some features that are available with omnisharp-vim.
