ESPHome - You can use it both locally and over the Internet. I started getting into it but got sidetracked, so I can't say a whole lot about it personally, but there are lots of docs and videos and a large user community.

You can get a domain name for less than $10/year, and a lot of companies offer specials like $2 for the first year. I use Namecheap, and I wrote a Python script to run on a Raspberry Pi which updates my DNS address every morning and any time the power goes out and turns back on. It's hosted on GitHub if you want to check it out. Just make sure you properly configure your firewall to prevent security problems.
