Added a note as a second edit to the post: “Microbin link to do everything I wanted for text and file sharing. Setting it up on docker was not the easiest, but the app works flawlessly. This is amazing for running on local. Some security concerns do exist for exposing this externally, but that’s out of scope for my need.”
I have a similar use case, I use a few different tools depending on specific circumstances. I wrote a very lightweight Python (2 and 3) script that allows access to the clipboard via a (extremely simple) web interface, it can run without clipboard access. Its called remote_clipboard.py and is available from https://github.com/clach04/toys4droids (can run on Android, I've not looked into iOS). It's basically an in-memory, single document pastebin (I've been meaning to spin it into a separate project) and optional (partial) qrcode support (only shares the server url).
* shaarli / LinkDing - https://github.com/shaarli/Shaarli supports both notes and URLs and has a great qrcode plugin for sharing without network access
* I also use https://github.com/rugk/offline-qr-code browser plugin (desktop only)
