I guess you havent done the usb mapping in Windows with usbtoolbox
try to change the macOS version to Monterey and use https://github.com/acidanthera/NVMeFix . As someone said, don't use usbinjectall in Monterey but try to boot without any USB patch (include manual USB map) and after OS installation do it on Windows and try it.
