I use Organic Maps exactly for this reason. Google Maps is too unreliable when cycling and I need an offline solution (also OpenStreetMaps have better coverage of cyclingroutes than Google does).

For any frontend folks looking to use packet-level throttling over simulation with lab testing tools such as Lighthouse, I highly recommend throttle from the sitespeed.io folks. Inspired by comcast, but installable in Node.
