At the moment I primarily work in Flutter and if you're looking to get into appdev I'd say you can definitely just dive straight into Flutter, no webdev knowledge required like something like React Native/Ionic.
I use Amethyst to arrange my windows and it does the job, somewhat similar to i3wm.
Also if you are planning to use it with MacOS I recommend getting LinearMouse to adjust speed+acceleration.
