If you build it yourself you can consider any NAS OS. TrueNAS Core (https://www.truenas.com/truenas-core/) is first that comes to my head. You can also use Unraid (https://unraid.net/) or OpenMediaVault (https://www.openmediavault.org/). If you are not a linux guy, you might look into something on virtualized. I see people using StarWinds NAS & SAN (https://www.starwindsoftware.com/free-san-and-nas). It can be deployed as a windows VM.
