I see some similar code on https://github.com/phpseclib/phpseclib/blob/master/phpseclib/Crypt/RSA/PublicKey.php mentioning `PKCS1-v1_5`. I'm not a crypto expert but maybe you can play around and look into that git repo to see if you can do something similar (or just import that library).
