    If you know Java, take a look at Java AWT (built-in) which is a foundation for many graphics libraries to create windows and UIs. If you want something easier to use, maybe look at Java Swing or even higher level and more graphics/game focused, Processing. The latter of which I've made over a dozen games in and would highly recommend.
