If people wanted, they could probably make an archival hub using Superhighway84, which is like a decentralized forum/usenet. I imagine people breaking things down into categories and posting CIDs for people to include in collections.
YaCy + IPFS is also neat in my opinion. Can make info HTML pages to include with sets of files, then feed that into YaCy to make it searchable.
