Maybe you have a look at the tagtree system of u/publicvoit: https://github.com/novoid/filetags/ This tool creates a folder structure for files in a flat folder. The folders are generated with symlinks out of file tags. I thought about doing something similiar in org-mode: Generating a folder structure with headings that link to the original heading. At the moment this is still just an idea.
