It is possible to get separatist rebels for countries which don't have a core, but it is rather difficult. You first need to find out the last primary culture and state religion of the teutonic order(probably by melting the ironman save and looking at the country data, maybe pdx.tools can display it, but I'm not sure if it lists dead countries). Then you need provinces which have that culture and religion and separatism. If the rebel type is not teutonic separatists, you would have to spawn the country who's current separatists the province has and make them change their primary culture and state religion(changing one of them might be enough). One way to do it would be to make them go bankrupt as an OPM(then they get the culture+religion of their province).
