Sorry, let me clarify. First you need Visual Studio Code(VScode). It is a free text editor/integrated development environment (IDE) developed by microsoft as a lightweight coding tool. It's very flexible with a thriving extension marketplace. LaTeX workshop is an extension for VScode that provides the tools to write and edit latex code. As an extension it is in the VScode marketplace and can be installed from within the VScode environment.
1) Install/download an actual LaTeX compiler. Example: MiKTeX. Installing one of these will create a set of executables that can take a LaTeX file and translate it into (for example) a pdf. Note the location of these executables in your file structure.
