In swscale disabling dither as a thing was only implemented recently. As I said 8 bit RGB is 10 bit YCbCr, so only in that case it makes sense to turn off dither. https://github.com/FFmpeg/FFmpeg/commit/75285325500672a806ba93bfc1e0ace9c9e566c1
If you want to do lossless yuv420 in a jxl bitstream, you'll need a custom encoder atm. If you want to try it, you could take an old libjxl where this functionality was experimentally supported, see e.g. https://github.com/libjxl/libjxl/pull/25.
