It's certainly possible if someone wanted to put the effort into it. There is already an open source SNES FPGA implementation, so you wouldn't be completely starting from scratch. I think CPU and PPU replacements for the non-1CHIP models would be a better place to start though, because those are notoriously failure-prone.
