For the migration of old emails, Mailcheap has a (couple of options)[https://www.mailcheap.co/help/nms/migration/] or you could use (imapsync)[https://imapsync.lamiral.info/] with any of them. I just don't know what's the best approach to do a batch transfer for thousands of users, and you also need to consider calendar and contacts.

In terms of running your own server with Activesync; obviously there is Microsoft Exchange, possibly Open-Xchange too (it isn't free), but you could deploy your own Zimbra server (a few options, they have open source but you need a bolt on for ActiveSync) or there is Group Office, which is open source and supports ActiveSync: https://www.group-office.com/
