As others have suggested sometimes it's best to start with a clean slate, and a fresh, verified OS image. I've been at this point before, and sometimes it really helps to start fresh. You CAN make the installer setup, and a fresh installer within windows using this method in the guide,. You may need other tools it doesn't mention, like something to give you R/W administrator access to EFI partitions Another option - a functional MacOS VM within windows. The VM doesn't need to have full hardware acceleration, or even functioning audio, just a working MacOS desktop environment. Google up!, and good luck!
