Have you heard of plop? It's a simple code templating system which makes it super easy to create templates which generate new files, update existing files, etc. You could create a plop template which is used to create new plugins and just by specifying the name, command, etc in the CLI, all of this boilerplate can be generated for you. That's what I'd do.
