So in your example, I would start looking how others configure his environment, with a quick search this is one of the first resources that I found, from there I would adapt it to my liking and im ready to work in a rails + react environment with all my userspace config for stuff like .ssh and zsh.
Windows terminal as the main driver, here I have configured the default shell to be my WSL2 ubuntu instance, here is where all my personal configuration, ssh keys, and general tools live.
