Probably not exactly what you're looking for, but while I'm not an expert, I made a Javascript package that converts images into CSS using individual box-shadows to create each individual pixel. Utterly horrific performance for anything that isn't actual low-resolution pixel art and very likely not a better solution than just... embedding the pixel art as an image, but it was a fun project! https://github.com/ChrGriffin/pixely
